Nairobi County has activated its six-borough administrative framework as the centrepiece of a citywide multi-agency response to the anticipated El Niño rains, with Governor Sakaja Johnson saying the structure has simplified command and coordination in ways that a ward-by-ward approach could not.

The borough model consolidates Nairobi's 17 sub-counties and 85 wards into six geographical zones, each overseen by a borough manager who feeds consolidated updates directly to the governor and senior county officials.
