With funding from the Unites States (US) Department of State, the Abt Global Central Mechanism supports malaria vector control and HIV/AIDS service delivery in 14 partner countries, with the goal of improving health outcomes for target populations while strengthening the planning, data management, and implementation capacity of host-country governments and local institutions. The project sustains uninterrupted malaria vector control interventions, including insecticide-treated net (ITN) distribution, indoor residual spraying (IRS), and spatial emanators (SEs), as well as HIV prevention, testing, and treatment services. Across partner countries, the project identifies opportunities to align and transition vector control data collection to national Health Management Information System (HMIS)/DHIS2 platforms. It also strengthens HIV laboratory referral and quality management systems and supports entomological and insecticide-resistance surveillance, including monitoring for Anopheles stephensi, in priority countries. In collaboration with government counterparts, the project identifies functions for transition and provides support to advance government memorandum of understanding (MOU) objectivesIn close collaboration with the National Malaria Control Program (NMCP), and the county governments of Busia and Siaya, Abt Global Central Mechanism seeks to recruit professionals in different fields to support in implementation of Indoor Residual Spraying (IRS) in all the eight sub-counties in Busia County namely; Bunyala, Butula, Matayos, Nambale, Samia, Teso North, Teso Central and Teso South; and all six sub-counties in Siaya county namely; Alego Usonga, Bondo, Gem, Rarieda, Ugenya and Ugunja.Supervisor: Warehouse ManagerLocation: Siaya and Busia Counties, KenyaNo. Required: 4 (2 Siaya and 2 Busia)Overall, Purpose:Under the supervision of the Warehouse Manager, support in warehouse operations including the receiving of IRS commodities at warehouse, distribution of supplies and commodities to the operations sites. He/she will also support in ensuring efficient logistical support services to Abt Global Central Mechanism Kenya Operation sites stores and supporting the storekeepers and store assistants to accomplish their roles satisfactorily.
Programme support:
• Support the receiving of IRS commodities in the warehouse and distribution of supplies, commodities and equipment from the warehouse to the operations site stores.
• Assists in managing the inventory, storage and timely disposal of used and irreparable materials, under the direction of the Warehouse Manager.
• Works closely with Warehouse Manager to ensure daily vehicle log sheets for logistical vehicles are completed accurately by drivers and personnel accompanying IRS items as well as ensuring they are properly filled and signed by responsible persons.
• Ensuring regular follow up of the hired project vehicles for logistics in the filed plan for any requirement for programmed activities in liaison with the Senior IRS Coordinator and Warehouse Manager.
• Together with Warehouse manager provide administrative support including deliveries scheduling, coming up with logistic vehicles movement plans and responding to logistical inquiries regarding deliveries.
• Oversee the collection of used insecticide sachets/bottles and PPEs and ensure sorting and storage of the same in County central stores.
• Plan and organize daily and weekly projections of logistics needs and movement in coordination with Warehouse Manager.
• Ensure regular restocking of insecticides and other IRS materials is done on time and and in full before stock runs out.
• Ensure all Logistical operations comply with the Organization and U.S Department of State policies, all legal and safety requirements.
• Support in maintaining accurate inventory records by ensuring proper documentation; verify completeness and accuracy of the ledger books and other stores documents at the operations sites stores and report discrepancies.
• Logistic Assistant will be responsible for the IRS materials on transit and always ensure the materials are secured during transportation.
• Assist in updating warehouse records as the commodities leave the warehouse.
• Perform any other duty as assigned by the Warehouse Manager.
Required qualifications and Experience:
• Minimum Diploma in logistics, procurement, supplies and management or any other relevant field.
• At least 2 years’ experience in handling robust Logistics and procurement issues in an established organization.
• Membership of a recognized Professional Body is an added advantage.
• A certificate of good conduct may be required.
Knowledge, Skills, and Abilities:
• Additional professional training in procurement, logistics management preferred or related field.
• Knowledge of S. Department of State procurement rules and regulations is a plus.
• Demonstrated experience using Microsoft Office Suite applications including Excel, Word, and Power Point preferred.
