• The Directorate of Family Health in the Ministry of Health provides strategic leadership and coordinates implementation of national programmes across reproductive, maternal, newborn, child and adolescent health
• (RMNCAH), as well as other priority areas.
• Its mandate includes development and implementation of policies, standards and guidelines, strengthening county capacity and service delivery, partner coordination, monitoring and evaluation, commodity security, resource mobilization and operational research.
• Given the breadth of this mandate and the need to strengthen coordination and implementation of national priorities, the Director of Family Health requires additional strategic, technical and analytical support.
• This is particularly important as the Ministry works to accelerate progress under Every Woman Every Newborn Everywhere (EWENE) Acceleration Plan and Rapid Results Initiative (RRI).
• The Technical Advisor will support the Director in translating priorities into action, strengthening coordination between national and county levels, following up on key commitments, supporting partner engagement and using programme information to inform decision-making and improve performance.
• The purpose of the role is to provide strategic, technical and coordination support to the Director of Family Health to strengthen RMNCAH leadership, programme implementation, coordination and oversight, with particular focus on the implementation of Every Woman Every Newborn Everywhere (EWENE)Acceleration Plan and Rapid Results Initiative (RRI).
• The Technical Advisor will support the Director in translating national priorities into action, strengthening coordination across national and county levels, supporting policy and programme processes, following up on key commitments and using programme information and evidence to inform decision-making. The assignment will also support engagement with development partners, professional associations, county governments and other stakeholders to improve alignment and follow-through of RMNCAH priorities.
• The Technical advisor is expected to contribute to stronger programme leadership and coordination, improved implementation of RMNCAH priorities, strengthened follow-up and accountability for EWENE/RRI commitments, and better use of data and evidence for decision-making. Through this support, the Directorate will be better positioned to accelerate progress towards improved maternal, newborn, child and adolescent health outcomes.
• Strengthen strategic and executive support to the Director of Family Health, including improved coordination of priority engagements, preparation of briefing notes, speeches and high-level submissions, maintenance of action trackers, and timely follow-up of key decisions and commitments.
• Accelerated implementation of Every Woman Every Newborn Everywhere (EWENE) Acceleration Plan and Rapid Results Initiative (RRI), with strengthened coordination, performance monitoring and accountability for priority interventions aimed at reducing maternal deaths, neonatal deaths and stillbirths.
• Strengthened leadership, governance and accountability for RMNCAH programmes at national and county levels, including improved strategic planning, programme oversight, financing discussions, performance reviews and follow-up of national priorities.
• Improved development, review and implementation of RMNCAH policies, strategies, guidelines, standards and operational tools, ensuring alignment with national priorities and relevant global commitments.
• Strengthened coordination and alignment among the Ministry of Health, county governments, development partners, professional associations and other stakeholders, including better alignment of investments, resource mobilization and follow-up of RMNCAH priorities.
• Improved quality of care and strengthened health systems for RMNCAH, including strengthened capacity building, mentorship, supportive supervision, quality improvement initiatives, MPDSR implementation and frontline maternal and newborn health services.
• Strengthened coordination and availability of priority RMNCAH commodities, including improved identification and follow-up of supply chain bottlenecks and actions to reduce stock-outs of essential maternal and newborn health commodities.
• Strengthened use of data and evidence for RMNCAH decision-making, including improved monitoring, dashboards, programme reviews and performance tracking against key RMNCAH indicators and EWENE/RRI priorities.
• Strengthened representation and follow-up of the Directorate in strategic engagements, including national technical working groups, high-level meetings, partner forums and other stakeholder engagements, with timely documentation and follow-up of agreed actions and commitments.
• Inception report and workplan outlining the approach, priorities and activities for the assignment – within one month of deployment.
