With funding from the Unites States (US) Department of State, the Abt Global Central Mechanism supports malaria vector control and HIV/AIDS service delivery in 14 partner countries, with the goal of improving health outcomes for target populations while strengthening the planning, data management, and implementation capacity of host-country governments and local institutions. The project sustains uninterrupted malaria vector control interventions, including insecticide-treated net (ITN) distribution, indoor residual spraying (IRS), and spatial emanators (SEs), as well as HIV prevention, testing, and treatment services. Across partner countries, the project identifies opportunities to align and transition vector control data collection to national Health Management Information System (HMIS)/DHIS2 platforms. It also strengthens HIV laboratory referral and quality management systems and supports entomological and insecticide-resistance surveillance, including monitoring for Anopheles stephensi, in priority countries. In collaboration with government counterparts, the project identifies functions for transition and provides support to advance government memorandum of understanding (MOU) objectivesIn close collaboration with the National Malaria Control Program (NMCP), and the county governments of Busia and Siaya, Abt Global Central Mechanism seeks to recruit professionals in different fields to support in implementation of Indoor Residual Spraying (IRS) in all the eight sub-counties in Busia County namely; Bunyala, Butula, Matayos, Nambale, Samia, Teso North, Teso Central and Teso South; and all six sub-counties in Siaya county namely; Alego Usonga, Bondo, Gem, Rarieda, Ugenya and Ugunja.Supervisor: MEL Database ManagerLocation: Kisumu OfficeNumber Required: 7
• Overall, Purpose of the Role
Under the close supervision of the Monitoring, Evaluation, and Learning (MEL) Database Manager, the Database Support Assistant will play a critical role in supporting the integrity, accuracy, and completeness of IRS campaign data. The assistant will be responsible for daily database support, data entry, cleaning, and synchronization between field teams and central databases, particularly DHIS2. The role ensures data-driven decision-making by maintaining high-quality and timely reporting during all campaign phases.
• Key Responsibilities
• Data Quality Assurance and Verification
• Run daily duplicate reports in DHIS2, analyze outputs, and share lists with field teams for resolution.
• Input feedback received from field teams to update and resolve duplicate entries in the database.
• Identify and update missing data fields, including GPS coordinates, from verified field reports.
• Run outlier checks and correct data in line with MEL guidance and feedback protocols.
• Conduct regular and extensive data verification and cleaning to ensure accuracy.
• Maintain daily tracking of data submissions per spray operator and cross-verify team leader reports.
• Escalate inconsistencies or data gaps to the MEL Assistant and Assistant MEL Database Manager.
• Data Entry and Management
• Enter collected data from paper into the central database, ensuring completeness.
• Support the updating and reconciliation of support staff and season staff.
• Generate and print requested data reports for MEL staff or field supervisors, as needed.
• File all complete data forms and reports in accordance with data protection and project protocols.
• Required Qualifications and Experience
Minimum Educational Requirements (any one of the following):
• Bachelor’s Degree in Biostatistics, Statistics, Computer Science, IT, Data Science, or a numeric discipline + 2 years of relevant experience (with at least 1 year in IRS as an advantage), OR
• Diploma in relevant field + 2 years of experience (including 1 year in IRS preferred)
Required Technical Skills and Knowledge
• Proven experience in data entry, cleaning, and database management.
• Comfortable using and troubleshooting mobile data collection platforms (e.g., ODK/Kobo Collect).
• Familiarity and hands-on experience with DHIS2 are required (see https://academy.dhis2.org/ for certification).
• Skilled in using Microsoft Office packages and standard database tools.
• Ability to work with spreadsheets, apply formulas, and filter/sort large datasets efficiently.
• Additional Skills and Attributes
• Strong interpersonal, communication, and analytical skills.
• Ability to work independently with minimal supervision and under pressure.
• Demonstrated prominent levels of professional integrity and work ethic.
• Willingness to support the campaign 6 days a week (Monday–Saturday).
