IEBC invites applications for various By-Election Temporary Electoral roles at Migwani Ward, Kitui County.Polling/Queuing /Counting ClerkDuties And ResponsibilitiesReporting to the Presiding Officer, the clerk will carry out the following duties;
• Assist in laying out of the polling station and counting room.
• Demarcate and display posters at the polling station.
• Control queues and guide voters to respective polling station.
• Confirm that a voter has not voted by inspecting their fingers for indelible marks.
• Identify voters before allowing them to vote.
• Issue stamped ballot papers to voters duly identified in the register of voters.
• Assist the Presiding Officer with the sorting of votes after voting as part of counting
• Perform any other official duties as may be assigned by the Presiding officer.
Requirements For Appointment
• Kenyan citizen of high integrity, and be non-partisan;
• KCSE Aggregate C- and above;
• Must be of good character and;
• Must be available for the entire period of the exercise; and
• Resident of the County Assembly Ward.
Wages: Polling Clerks/Counting Clerks will be paid Kshs. 1,000 per dayVoter EducatorRequirements
• A voter educator must be a resident of the Ward where the by-election is taking place.
• Must be a speaker of the main language of communication used by residents of the electoral unit
• Possess a diploma and above in relevant field (Social Sciences/Project Management)
• Minimum of 3 years- experience in voter education, community mobilization or social work in respective by-election electoral unit
• Must be mature, respectable and non-partisan with exceptional understanding and knowledge of civil society organizations, geography, and socio-cultural economic and political dynamics of the Ward.
• Proof of having successfully conducted voter education activities or informal training in collaboration with existing social networks within the Electoral unit
• Demonstrable interest in electoral processes
• Proven commitment to the values of patriotism, nation-building, good governance, democracy, human rights and gender equity.
• Must NOT be engaged in any other job during the contract period and must commit to work exclusively for the IEBC under the stipulated terms and conditions of service
• Working knowledge of computers, social media and digital platforms, and
• Proven report writing skills
ResponsibilitiesReporting to the Constituency Returning Officer, the Voter Educator will carry out the following tasks:
• Distribution and dissemination of the voter education materials in Schools, Churches/mosques, Health centers, Markets, Community centers, Farms, business centers etc
• Liaise with local stakeholders, relevant authorities and community leaders to facilitate voter education activities.
• Conduct voter education in the County Assembly Ward.
• Act as a link between the IEBC Returning Officer, CSO’s, CBO’s and the community.
• Assess public understanding of matters related to electoral activity at hand in the ward.
• Monitor and evaluate voter education providers in the ward.
• Prepare and submit weekly activity reports to the Supervisor, and
• Any other assignment as directed by the immediate supervisor.
Wages: Ward based Voter Educators will be paid Kshs.1500/- per daySupport Electoral TrainerDuties And Responsibilities
• To assist in the training of Presiding Officers, Deputy Presiding Officers and Clerks. The training involves polling, counting and tallying process.
• Assist in preparing training venue and the necessary materials for training.
• Perform the duties of a Presiding Officer or Deputy Presiding Officer as will be assigned by the Returning Officer.
• To supervise other individuals that will be engaged in the training of clerks and other election officials at the lower level clusters.
• Assist the Returning Officer in carrying out all forms of electoral training.
• Compile electoral training reports as directed by the Returning Officer.
• To implement electoral training plans developed by the Independent Electoral and Boundaries Commission.
• To collect and ensure security of all election training materials.
• To distribute electoral training materials at cascaded levels.
Requirements
• Kenyan citizen of high integrity, and be non-partisan;
• Hold a Degree/Diploma certificate from a recognized institution;
• Computer literate;
• Have proven and demonstrated training skills;
• Ability to manage people;
• Must be available for the entire period of the exercise
• Resident in the County Assembly Ward.
Wages: Support Electoral Trainers will be paid Kshs. 2,000 per dayDeputy Presiding Officer(DPO)ResponsibilitiesThe Deputy Presiding Officer(DPO) will deputize the PO in performing the duties.
