Abt Global Central MechanismEnvironmental Compliance AssistantsRef: ECA/001/20262 Positions – Busia (1) and Siaya (1)With funding from the Unites States (US) Department of State, the Abt Global Central Mechanism supports malaria vector control and HIV/AIDS service delivery in 14 partner countries, with the goal of improving health outcomes for target populations while strengthening the planning, data management, and implementation capacity of host-country governments and local institutions.The project sustains uninterrupted malaria vector control interventions, including insecticide-treated net (ITN) distribution, indoor residual spraying (IRS), and spatial emanators (SEs), as well as HIV prevention, testing, and treatment services.Across partner countries, the project identifies opportunities to align and transition vector control data collection to national Health Management Information System (HMIS)/DHIS2 platforms.It also strengthens HIV laboratory referral and quality management systems and supports entomological and insecticide-resistance surveillance, including monitoring for Anopheles stephensi, in priority countries. In collaboration with government counterparts, the project identifies functions for transition and provides support to advance government memorandum of understanding (MOU) objectivesIn close collaboration with the National Malaria Control Program (NMCP), and the county governments of Busia and Siaya, Abt Global Central Mechanism seeks to recruit professionals in different fields to support in implementation of Indoor Residual Spraying (IRS) in all the eight sub-counties in Busia County namely; Bunyala, Butula, Matayos, Nambale, Samia, Teso North, Teso Central and Teso South; and all six sub-counties in Siaya county namely; Alego Usonga, Bondo, Gem, Rarieda, Ugenya and Ugunja.Supervisor: Environmental Compliance and Safety Specialist (ECSS)Location: Busia and Siaya Counties, KenyaNo. required: 2 (1 in Busia and 1 in Siaya)Overall Purpose: Under the supervision of the Environmental Compliance and Safety Specialist, the ECA will ensure that the project’s mitigation measures, and monitoring methods outlined in the project’s Environmental Mitigation and Monitoring Plan (EMMP) are fully implemented and that implementation of project spray activities is carried out in a safe and environmentally compliant manner.The ECA will be responsible for ensuring that both local and international environmental and safety regulations are adhered to in all IRS operations sites in assigned County.Specific Responsibilities:
• Work closely with the Environmental Compliance and Safety Specialist and Senior IRS Coordinator, in strengthening and coordinating environmental compliance procedures and monitoring of IRS activities.
• Work closely with IEC assistants to ensure that IRS beneficiaries in the community and all seasonal workers receive IRS key messages and are well informed of what to do before, during and after their houses are sprayed.
• Ensure that all operations sites are well branded with relevant warning signs and environmental safety procedures and are well equipped for fire safety and insecticide spill response if such cases arise.
• Work closely with storekeepers to ensure all the occupational Health and Safety procedures are followed at all site stores and central warehouses.
• Work closely with operations sites coordinators and supervisors to ensure insecticide mixing procedures are followed and that the insecticides containers are well rinsed, uncapped, appropriately punctured and well stored for disposal. Where sachets are used, he/she ensures sachets are well kept for disposal.
• Ensure drivers are well sensitized on precautionary measures to take while transporting spray teams and/or the insecticide, and procedures to follow in case of an accident/incident.
• Continual supervision of spray operations throughout the spray season and completion of smartphone-based checklists as guided by the revised IRS Best Management Practices (BMP) manual throughout the spray season.
• Oversight of IRS solid and liquid waste management activities during IRS operations (waste handling, segregation and labelling, storage and transportation) to be sure that the wastes are managed responsibly.
• Support the ECS in carrying out post spray assessments in all operations sites in Siaya or Busia Counties.
Experience:
• Bachelor’s degree or Higher Diploma in Environmental Science, Public Health, Environmental health, or any other relevant field.
• At least 2 years’ experience in supervising environmental compliance and occupational safety procedures.
• Registration with EIK and/or NEMA or participation in EIA/EA activities is an added advantage.
Knowledge, Skills, and Abilities:
• Additional professional training in Environmental Impact Assessment/Environmental Assessment, occupational health and safety or any other relevant field.
