Abt Global Central MechanismSite MEL Assistants Ref: SMEL/001/2026)78 Positions - Busia (38) and Siaya (40)With funding from the Unites States (US) Department of State, the Abt Global Central Mechanism supports malaria vector control and HIV/AIDS service delivery in 14 partner countries, with the goal of improving health outcomes for target populations while strengthening the planning, data management, and implementation capacity of host-country governments and local institutions.The project sustains uninterrupted malaria vector control interventions, including insecticide-treated net (ITN) distribution, indoor residual spraying (IRS), and spatial emanators (SEs), as well as HIV prevention, testing, and treatment services. Across partner countries, the project identifies opportunities to align and transition vector control data collection to national Health Management Information System (HMIS)/DHIS2 platforms.It also strengthens HIV laboratory referral and quality management systems and supports entomological and insecticide-resistance surveillance, including monitoring for Anopheles stephensi, in priority countries. In collaboration with government counterparts, the project identifies functions for transition and provides support to advance government memorandum of understanding (MOU) objectivesIn close collaboration with the National Malaria Control Program (NMCP), and the county governments of Busia and Siaya, Abt Global Central Mechanism seeks to recruit professionals in different fields to support in implementation of Indoor Residual Spraying (IRS) in all the eight sub-counties in Busia County namely; Bunyala, Butula, Matayos, Nambale, Samia, Teso North, Teso Central and Teso South; and all six sub-counties in Siaya county namely; Alego Usonga, Bondo, Gem, Rarieda, Ugenya and Ugunja.Supervisor: MEL Database ManagerLocation: Siaya and Busia Counties, KenyaNumber Required: 78 (38 Siaya and 40 Busia) Overall Purpose: The MEL Assistant will support Monitoring, Evaluation, and Learning functions during the implementation of Indoor Residual Spraying (IRS) activities. With funding from the Unites States (US) Department of State, the Abt Global Central Mechanism supports malaria vector control and HIV/AIDS service delivery in 14 partner countries, with the goal of improving health outcomes for target populations while strengthening the planning, data management, and implementation capacity of host-country governments and local institutions. The project sustains uninterrupted malaria vector control interventions, including insecticide-treated net (ITN) distribution, indoor residual spraying (IRS), and spatial emanators (SEs), as well as HIV prevention, testing, and treatment services. Across partner countries, the project identifies opportunities to align and transition vector control data collection to national Health Management Information System (HMIS)/DHIS2 platforms. • Update the mobilization tracker to show areas already mobilized and ready for spraying.
• Update the spray calendar with the correct distance to the target villages from the operations sites.
• Update village maps to show areas already sprayed.
• Provide oversight on property management and inventory control activities at the operations site, including the Mobile soak pits sites and ensure timely replenishment in the event of IRS commodities shortage.

With funding from the Unites States (US) Department of State, the Abt Global Central Mechanism supports malaria vector control and HIV/AIDS service delivery in 14 partner countries, with the goal of improving health outcomes for target populations while strengthening the planning, data management, and implementation capacity of host-country governments and local institutions. The project sustains uninterrupted malaria vector control interventions, including insecticide-treated net (ITN) distribution, indoor residual spraying (IRS), and spatial emanators (SEs), as well as HIV prevention, testing, and treatment services. Across partner countries, the project identifies opportunities to align and transition vector control data collection to national Health Management Information System (HMIS)/DHIS2 platforms. It also strengthens HIV laboratory referral and quality management systems and supports entomological and insecticide-resistance surveillance, including monitoring for Anopheles stephensi, in priority countries.
